     Champaign Powder + High Winds = Wierdness!! The name was coined at Steamboat https://www.steamboat.com/explore/champagne-powder-snow

Martin - sigh, wish I could have gotten up on the roof and taken a shot with the iPhone 15 high res camera, but the roof was a skating rink!

What we’re seeing here is snow that melted off the parapet wall metal, then the meltwater flowed out onto the champaign powder and froze into ice. The wind came up and blew the powder away, leaving these horizontal ice “icicles”.
