This is a great example of building codes gone crazy! The code says that anyplace that has water has to be heated, as if the source of heat was magical. It makes no provision for the room that has the boiler in it. Well, the upper mechanical room has the boiler in it, so this room is, of course, plenty warm from the boiler and if the boiler isn’t running, it’ll freeze just like the rest of the house.
